Simple Taxes

What this mod gives:
Progressive taxes depends on your character level
Debt collector that come after you if you neglect your duty to pay taxes, they only spawn on civil area, so if you are stay on wilderness you will never meet them and most likely you will get a bounty on your head.
There are only 4 debt collector so far, which randomly chosen, too lazy to create more :p
The script only executed once daily so i think it won't gives any fps hits but i notice slight hick up while debt collector being spawned.

Mod created using TESCS and cleaned with tesame. Morrowind and Tribunal needed.
